The Youth Labour Market in England:

The symposium will take place at the Hilton Hotel, Blackpool on the 4th November 2009, the day before the ICG Annual Conference begins at the same venue on the 5th. Recent policy documents give a high priority to the efficient functioning of the labour market, the importance of personal fulfillment that can be derived from the skill development of individuals, together with the key role for 'improved' information, advice and guidance (IAG) in supporting individuals to make more effective choices. Young people and adults are facing uncertainty, risk and change in our fast changing economy. New challenges are impacting on their ability to thrive and survive in shifting labour markets and contrasting learning and work settings. The proportion of young people aged 16-18 in employment is falling sharply. The unemployment rate for young people (18-24) has now reached 15.1%. The raising of the participation age by 2013 will require new approaches to inform and shape attitudes and mindsets in relation to education, training and employment. Target Audience and Objectives The symposium offers leaders of Local Authority Children Services in England, Head Teachers, College Principals, Connexions Chief Executives, leaders of integrated youth support services, Voluntary and Community sector Senior Managers and other interested parties a chance to: (i) Focus on the youth labour market in (ii) Review progress made by the UK Commission for Employment and Skills (UKCES) and relevant sector skills councils and to consider how local services and other key agencies can best engage young people who are do not see the value of qualifications in the current climate. (iii) Examine key findings from a major EU Framework 7 MATURE programme that investigates the agility of organisations to develop effective labour market intelligence through networks in schools, colleges, guidance organisations and Local Authorities. (iv) Consider the evidence-base for careers work and identify strategies that can be applied at a local, regional and national level to measure and assess the impact of guidance services.

It will provide scenarios for discussion and review culminating in 'anchor points' for strategic managers to inform and guidance future policies and practices in a Local Authority context. Workshop No. 5 Identifying gaps, building capability and developing LMI resources for Dr Sally-Anne Barnes, Senior Research Fellow, IER, This workshop provides a practical overview of innovative approaches used to engage and support practitioners, schools and key stakeholders in developing, building and taking responsibility for providing accessible and relevant LMI for young people, parents and carers.
