The sixth meeting of the Connexions Transition Group took place on 27 September 2006 . Representatives attending included Connexions Partnerships (including the National Association - NACP), Local Authorities, Government Offices (GOs), Private Providers, UNISON & DfES.
The main items on the agenda were:
· An update from DfES on the Transitional Implementation Plan.
· Updates from each of the members/stakeholders on the group.
· Good Practice in Transition.
· Transition Support Fund.
· IAG Quality Standards, Costs Study, Opt Out.
Key outcomes and messages from the meeting were:
· A letter was due to be sent to Directors of Children's Services about the transition of CCIS to Children's Trusts. It was agreed that it was important that we are clear that this was about maintaining cross border capacity rather than any particular sub regional structure.
· Concerns that messages were not always cascading beyond DCS level in Local Authorities and a need to speak with GOs to identify appropriate contacts at a lower level within each LA.
· UNISON raised concerns about the impact of changes on their members and stated that they were about to run their own mapping exercise which may provide examples of issues that need to be discussed.
· Agreement to produce a good practice document on transition.
· The Transition Support Fund criteria had been delayed further due to legal considerations.
· A working group has been set up to develop the IAG quality standards.
· Decisions were still to be taken by the Minister about the IAG Opt Out. |
